Biography

Lalnghinglova Hmar — widely known as Tetea Hmar — was born on 9 October 1977 in Aizawl, Mizoram. He was educated at St. Paul's High School, Aizawl, followed by Pachhunga University College. He earned his Bachelor's degree from St. Edmund's College, Shillong, and a Master's degree in History from the North Eastern Hill University, Shillong.

After qualifying the UGC National Eligibility Test, he taught History at Pachhunga University College before moving into journalism in 2001, where he served as Joint Editor of Vanglaini — Mizoram's leading daily newspaper — and the Revival Evangelical Weekly.

His entry into football administration transformed the sport in Mizoram. As Honorary Secretary of the Mizoram Football Association from 2011, he was the principal architect of the Mizoram Premier League — the first regional domestic football league in India, established in 2012 — earning him wide recognition as the father of Mizo football. His work extended to the national and continental level, including service on the AIFF Executive Committee and as Chairman of the AIFF League Committee. In April 2023 he was appointed to the Social Responsibility Committee of the Asian Football Confederation. In May 2024 he was elected President of the Mizoram Football Association, unopposed.

In politics, he joined the Zoram People's Movement in May 2023. At the November 2023 Mizoram Legislative Assembly elections he was elected from the Aizawl West-II (Scheduled Tribe) constituency with 10,398 votes. He was sworn in on 8 December 2023 and appointed Minister of State with responsibility for Labour, Employment, Skill Development & Entrepreneurship; Sport & Youth Services; and Excise & Narcotics.
