“Father of Mizo Football”

When Lalnghinglova Hmar became Honorary Secretary of the Mizoram Football Association in 2011, Mizoram had passionate footballers but no professional league, no structured pathway, and no national presence. Within three years that had changed fundamentally.

In 2012 he led the founding of the Mizoram Premier League — the first regional domestic football league in India. Eight clubs competed in the inaugural season. The league introduced professional coaching standards, structured competition, and a talent development pipeline that had not previously existed in the state.

The results followed quickly. In 2014, Mizoram won the Santosh Trophy — the national state championship — for the first time. In 2015, Aizawl FC qualified for the I-League. On 30 April 2017, Aizawl FC won the I-League title, becoming the first club from Northeast India to win a national league championship.

That chain of achievement — state league to national champions in five years — is the legacy most directly associated with Tetea Hmar’s decade of administrative work.

Elected unopposed as President of the Mizoram Football Association at its Annual General Body Meeting in Aizawl on 23 May 2024. The MFA is the governing body for association football in Mizoram, affiliated to the All India Football Federation and the Asian Football Confederation.

Honorary Secretary, Mizoram Football Association

2011 – 2024

Elected Honorary Secretary of the MFA uncontested in 2011. Over thirteen years in the role, he oversaw the establishment of the Mizoram Premier League (2012), Mizoram’s first Santosh Trophy win (2014), and the rise of Aizawl FC to the I-League championship (2017). His tenure is credited with professionalising football governance in the state.

Launched on 24 October 2012, the Mizoram Premier League was the first regional domestic football league in India. The inaugural season featured eight clubs: Aizawl FC, Chanmari FC, Dinthar FC, FC Kulikawn, Luangmual FC, Mizoram FC, Reitlang FC, and RS Annexe FC.

The league brought professional standards of coaching and competition to Mizoram football, creating the talent pipeline that produced the state’s rapid national breakthrough. It is now regarded as one of the most significant structural reforms in Indian football history.

Appointed Chairman of the AIFF League Committee on 20 September 2022. In this role he has led efforts to build a structured four-tier pyramid for Indian club football — linking state leagues at the base through to the Indian Super League at the top — with promotion and relegation at every level. The vision draws directly on the model proven in Mizoram.
